WVSU top school in Anti-Red Tape Act implementation

West Visayas State University (WVSU) in LaPaz was the highest rated school among the state universities and colleges (SUC) in the country in the implementation of Anti-Red Tape Act.

The Civil Service Commission (CSC) recently released the result of the Anti-Red Tape Act Report Card Survey (ARTA-RCS) for 2016, and WVSU got the numeric rating of 87.72, the top score among 53 SUCs included in the survey.

The ARTA-RCS is a client feedback survey used to gather information on how government offices comply with the provisions of their Citizen’s Charter, obtain information/estimates of hidden costs incurred by clients accessing frontline services, and rate agency’s performance and client satisfaction in relation to frontline service delivery.

The survey included barangays, municipalities, cities, Land Bank of the Philippines branches, Local Water Districts, and SUCs.




In region 6, the survey was conducted in 80 offices which included from April to November 2016. Out of this number, 7 government agencies obtained an Excellent rating, 63 obtained a Good rating, 5 were given an Acceptable rating, and 5 failed the initial ARTA-RCS.

Aside from WVSU, University of the Philippines Visayas (Miag-ao Campus) also earned a good rating of 85.27, and Iloilo Science and Technology University (ISAT-U) in Lapaz scored of 84.38.

The CSC plays the role of the lead agency in the implementation of Republic Act No. 9485 or the Anti Red Tape Act of 2007 (ARTA).
