Mabilog made the declaration after the city was hit by Intensity 5 earthquake early morning of October 15 'for the protection of lives and to avoid accidents that may lead to deaths.'
The strong quake (magnitude 7.2 in epicenter at Carmen, Bohol) made most of its damage in Bohol and Cebu, resulting to 20 casualties and over a hundred injured victims. Old churches and other buildings in those provinces were also severely damaged, prompting local executives to declare no classes in those areas.
